Now with information from @fallschirmjäger:

A halftrack from the 3.Leichte-Division (which would make sense for the vehicle type) that Rommel had initially sent to prod the weak defenses the British had at the fort.

That would mean this picture was taken literally a day or two after the fort fell when he sent his forces to follow up the initiative with an attack on Mersa Brega and of course the following Cyrenaica offensive.
